Committees

It is my privilege to serve on the following standing committees:
 
PRIVILEGES AND ELECTIONS: Vice Chairman (member since 1998)
 
This committee considers matters concerning voting; apportionment and redistricting of state legislative and congressional district boundaries; constitutional amendments; elections; elected officeholders; and nominations and appointments to any office or position in the Commonwealth, except judges and justices of the Commonwealth. The subcommittee I serve on and Chair is;

 

APPROPRIATIONS: (member since 2002)
 
Virginia has a biennial budget which is adopted by the General Assembly in even numbered years and amended in odd number years. The House Appropriation Committee has jurisdiction over state budget matters. It is composed of 24 members appointed by the Speaker of the House and has nine subcommittees. I have the opportunity to serve on the following subcommittees;

GENERAL LAWS: (member since 2000)
 
General Laws considers matters concerning alcoholic beverage sales and licensure requirements; emblems of the Commonwealth; cemeteries; conflict of interest, except those concerning members of the judiciary or the legal profession; consumer affairs; fire protection; Freedom of Information Act; housing, to include the Landlord-Tenant Act, Condo Association Act, and Property Owners Associations; inter-or intra-government relations, including inter-and instra-state compacts and agreements; libraries; gambling, to include lotteries, casino and pari-mutuel wagering; professions and occupations, except the health and legal professions; organization of state governmental bodies (agencies, boards, departments, etc); veterans' affairs; and matters not specifically referable to other committees. I serve on the following subcommittee:

 

RULES: (member since 2008)
 
The Rules committee considers all matters relating to the rules, operations and practices of the House of Delegates. Their jurisdiction includes consideration of all measures amending or altering the Rules of the House; all joint rules governing the entirety of the General Assembly; all bills and resolutions creating study committees or commissions; and all other resolutions except those concerning nominations and appointments to any office or position in the Commonwealth including the nominations of judges and justices, and those concerning constitutional amendments. Jurisdiction also includes relating to ethics and standards of conduct of members of the House of Delegates.
